KPN Mobile Core Migration – Phase 3 Overview

This article explains what to expect during Phase 3 of the KPN mobile core network upgrade.

These changes are only relevant for customers using KPN SIMs.

If your devices do not use KPN SIMs, you can safely disregard this information.
 

Why this change is happening

KPN is upgrading its mobile core network to improve performance, stability, and network resilience.

Phase 3 focuses on migrating data services to KPN’s new infrastructure.

These changes will help reduce downtime risk, simplify IP management, and prepare the network for future growth.

This migration forms part of KPN’s ongoing Mobile Core modernisation programme designed to improve network resilience, stability, and long-term service continuity.
 

When the migration is happening and what is the impact

Phase 3 is being carried out on an APN-by-APN basis. This phased approach helps minimise risk and ensures network behaviour is validated as the rollout progresses.

The planned migration schedule is outlined below. Customers will receive advance communications ahead of their specific migration window based on their APNs, including confirmation of timings and any expected service impact.

The migration will take place in three separate batches:

  • 02/06/2026 between 10:00 – 13:00 UTC
  • 03/06/2026 between 08:00 – 10:00 UTC
  • 04/06/2026 between 08:00 – 10:00 UTC

Please note:

  • Customers may be impacted during any of the above migration windows
  • Wireless Logic cannot confirm which SIMs or customer estates will migrate within each batch

The migration windows have been scheduled during daytime operational hours to ensure Wireless Logic, KPN, and customer operational and technical teams are fully available to actively monitor migration activity, validate services, and respond quickly should any issues arise.

Extensive validation testing has already been completed to minimise customer impact and reduce migration risk as much as possible.

Customers may experience a temporary service interruption of up to 30 minutes during migration.

Devices should automatically reconnect within a few seconds to minutes after migration, although reconnection times may vary depending on device type and configuration.

Typically, 4G devices reconnect more quickly, while 2G/3G devices may take longer to reconnect following migration.

If a device does not reconnect automatically:

  • A manual reboot and/or SIM refresh may be required
  • SIM refresh functionality within SIMPro will be temporarily unavailable during the provisioning change freeze
  • Wireless Logic support teams will still be able to perform SIM refreshes on behalf of customers where required

To support the migration activity, a temporary provisioning change freeze will apply to the wlapn.com APN between:

30/05/2026 08:00 UTC – 04/06/2026 16:00 UTC

During this period, certain provisioning and service modification activities on wlapn.com SIMs will be temporarily restricted.

This includes:

  • New SIM activations
  • SIM bars/unbars
  • Voice/APN/SMS service modifications
  • Tariff or solution changes
  • Roaming configuration updates
  • Customer-initiated SIM refreshes within SIMPro

Wireless Logic support teams will still be able to perform SIM refreshes on behalf of customers where required during migration activity.

 

What is changing

Improved network resilience

Currently, many Fixed IP APNs rely on a single gateway with manual failover.

KPN will introduce automated failover across multiple gateways, improving overall service continuity and reducing downtime risk.

Fixed IP addressing changes

After migration:

  • Devices will no longer retain a Fixed IP address at the device level
  • Devices will instead receive a private dynamic IP address
  • KPN will apply an IMSI-based NAT function

This NAT solution ensures:

  • External-facing IPs remain unchanged
  • Backend systems will continue to recognise the same IP

However:

  • The local IP visible on the device itself will differ from the IP seen by backend systems

These changes are designed to enhance network stability, improve resilience, and ensure compliance with evolving standards.

 

Why this matters for your configuration

If your system or device configuration is hardcoded to expect the old Fixed SIM IP, this configuration will no longer be valid following migration.

Common examples include:

  • VPN tunnels that use a static SIM IP as the source address
  • Applications or servers that reference a Fixed SIM IP directly
  • VPNs or services relying on the local Fixed IP rather than the WAN interface

To avoid any disruption during or after the migration, please review your setup now:

  • Check whether a Fixed SIM IP is hardcoded in your device or application logic. If so, it must be removed.

  • Ensure all devices use DHCP (dynamic IP assignment).
  • If using IPSec VPNs, set the source IP as the WAN interface, not a static SIM IP.
  • Be prepared to reboot devices if they do not automatically reconnect after migration.
  • Be aware that SIM refreshes within SIMPro will be temporarily unavailable during the provisioning change freeze. Wireless Logic support teams will still be able to assist with SIM refreshes where required.

Updating configurations now will help you avoid unnecessary downtime and ensure a smooth transition.
 

Understanding the new IP behaviour

After migration, you may notice that the IP address displayed in SIMPro is different from the IP address visible on your device.

This is intentional and caused by KPN’s IMSI-based NAT function:

  • The device receives a private dynamic IP locally.
  • The backend system continues to recognise the same external-facing IP.
Behaviour Description Action
Expected The IP address shown in SIMPro differs from the IP shown on the device. This confirms the NAT function is working correctly. No action needed.
⚠️ Unexpected The IP address shown in SIMPro is the same as the IP shown on the device. This indicates a possible hardcoded configuration or DHCP issue. Check and update your device configuration.

 

What happens if you do nothing

Wireless Logic and KPN technical teams will actively monitor migration activity throughout all migration windows.

If any issues are identified following migration:

  • Wireless Logic and KPN teams will work closely with customers to investigate and resolve issues as quickly as possible
  • Additional mitigation and recovery procedures are also in place where required
